CP Chem resumes startup of Cedar Bayou cracker; piping leak discovered: TCEQ

HOUSTON, November 28, 2016 (PCW) – ChevronPhillips Chemical resumed restart activities at the 1.84 billion lb/yr Cedar Bayou olefins unit on Saturday, but discovered a piping leak on its charge gas system on Sunday, according to TCEQ filings.

“The piping leak was inspected, steam was applied to suppress the emissions, and a clamp is being designed and manufactured to mitigate the leak. The event is ongoing,” according to one of the filings.

Start-up activities had been expected to last through Tuesday, according to another filing, but “unplanned maintenance activities … lengthened the duration and increased the emissions associated with the startup.”

The plant had been expected to return to service in the first half of November; it represents 2.91% of US ethylene production capacity and went down for planned maintenance on Sep 13. It can consume 25,000 b/d of ethane, 20,000 b/d of propane and 10,000 b/d of normal butane, as per PetroChem Wire estimates. -- Samantha Hartke
