Eastman’s Longview HCC-4 cracker has weekend upset, back at full rates

HOUSTON, March 21, 2016 (PCW) -- Eastman’s HCC-4 cracker in Longview, Texas, had an upset over the weekend, but is currently running at normal operations rates.

According to a TCEQ filing, flaring occurred due to an upset of “process operations.”

“Plugging in a cold box core exchanger caused by a malfunctioning level control valve restricted propylene refrigeration flow and caused the upset,” the filing stated. “Operations worked to remove the plug by pumping solvent into the cold box pass and a repair was made to the level control valve to stabilize the valve operation. Furnace feed rates were reduced and cracked gas was flared to minimize emissions during the upset.”

Operations at the 922,000 million lb/yr cracker is now back to normal. It had been running continuously since November 5, 2014. -- Samantha Hartke
