Wrap of NGL and downstream infrastructure announcements from 2Q earnings calls

HOUSTON, August 9, 2016 (PCW) -- Reflecting the softer commodity price environment and steeper losses reported, companies’ updates on their upcoming infrastructural projects – from fractionators to ethylene units to pipelines – often brought news of delays or indefinite postponements.

Below is PetroChem Wire’s wrap of the most pertinent information on this space.

3Q: Williams expects to finalize the sale of its Canadian assets, which includes its proposed 1.2 billion lbs/yr PDH unit in Alberta.

Nov: Energy Transfer’s 120,000 b/d Fractionator IV is expected to come online.

1Q: Occidental Petroleum said its joint-venture 1.2 billion lbs/yr ethylene plant at Ingleside, Texas, to begin service.

2Q: Dow’s 3.3 billion lbs/yr TX-9 cracker in Freeport expected to be mechanically complete. Commercial operations are expected by mid-2017.

2H: P66 said the start-up of its joint-venture 3.3 billion lbs/yr cracker in Texas would be delayed ‘several months’ to the latter half of 2017.

4Q: ETE’s Revolution project – a 100-mile rich-gas pipeline, processing plant and Marcus Hook fractionation facility are expected to be in service, a delay from the previously announced start up in 2Q.

Late 2017: Boardwalk Pipeline Partners’ Louisiana Midstream project, which will provide ethane and ethylene transportation and storage services for Sasol’s new ethane cracker and derivatives complex will begin service in late 2017.

2H: Axiall and Lotte Chemical’s Louisiana cracker is expected to be mechanically complete. Commercial operations expected in late 2018-early 2019.

Mid-2019: LyondellBasell announces it will build a new 1.1 billion lbs/yr PE unit in Texas with an expected start-up in mid-2019.

LyondellBasell said it is indefinitely tabling a 550 million lbs/yr ethylene expansion at its Channelview plant.

P66 is indefinitely delaying its final investment decision related to the company’s 100,000 b/d Fractionator 2 at the Sweeny hub. An FID was expected in 3Q.
